Functional group header control number '%s' does not match trailer control number '%s'

Description

The control header and trailer segments that envelope a functional group store a control number that not only must be unique within the interchange, but the control number in the header and the trailer must also match. If the functional group control header has a control number that does not match the control number stored in the trailer, this error is generated.
